Mr. Cogdell was elected to the Lexington, TN Board of Mayor and Alderman in September 2001, representing the Fourth Ward, which mainly consists of the downtown section of Lexington, including Court Square.  He won re-election in 2003 and 2005.  During Mr. Cogdell's six years on the board, he only missed one regular board meeting having been outside the United States on the meeting date.

Mr. Cogdell didn't seek re-election in 2007.  During his term on the board, he served in the following capacities-Chairman of Lexington Fire Department, Chairman of Lexington Electric System Power Board, member of Lexington Water System Board, member of West Tennessee Industrial Association and other various committees such as recreation, parks, and cemetery.

Alderman Cogdell maintained high ethical standards and kept all of his campaign promises.  These promises included equal services for all city residents, a firm policy against hiring family members for city positions, pro city by-pass, pro Super Wal-Mart, promotion from within, and treating all city employees equally.  He stood on his own feet and voted against any motions that he did not believe was in the best interest of the people.  He declined to take the free health insurance offered through the electric system because he strongly believed alderman should pay for their coverage instead of taxpayers footing the bill.

During Mr. Cogdell's term of office, he donated the $47,520.00 salary and bonuses he received to the non-profit John Henry Cogdell Scholarship Fund, which he established in memory of his deceased father.
